Another day, another update to balance the changes brought by the Outlanders Update as the devs release patch 7.23b (http://www.dota2.com/patches/7.23b)
Another adjustment has been made to the Neutral Drops as the Tier 1 items begin to drop at minute 7 instead of minute 5.
The innate melee hero damage block will no longer work against enemy player units.
For the shop items, Abyssal Blade’s stun damage is now changed from Magical to Physical. With this, Skull Basher’s stun damage is Physical.
For the Neutral Items, Faded Broach, Imp Claw, Mango Tree, Ninja Gear, Ring of Aquila, Third Eye, and Trusty Shovel had some adjusted values so it can be buffed.
On the other hand, Keen Optic, Philosopher’s Stone, Pupil’s Gift, Titan Silver, and Vampire Fangs are nerfed. A rework has been given to Mind Breaker as its +25 attack speed and magic damage becomes a passive cooldown.
The list of buffed heroes begins with Chaos Knight as his Chaos Stike max crit has been increased.
Drow Ranger now has increased Agility Gain and the agility multiplier on her Marksmanship is increased.
Ember Spirit and Huskar had increases to their Agility and Strength Gain, respectively. Talent adjustments are given to Juggernaut.
Lone Druid’s Spirit Bear attack time is increased.
Morphling’s Base Armor is increased by 1.
Pugna’s Life Drain also receive a buff as its damage is increased.
Riki’s new ult, Cloak and Dagger also received an increase on its Backstab damage.
Adjustments for Treant’s Nature’s Grasp, Leech Seed, and Overgrowth were made to that he can be buffed.
Due to the quick rise of Lifestealer support, IceFrog adjusted his ult. Now, the Infest movement speed to heroes is the same as creeps bonus. The bonus health given by Infest is now also reduced then the cooldown of it will begin only when you leave the Infested target. Lastly, the scepter cooldown has been increased from 20 to 25.
Crystal Maiden’s Crystal Nova has been nerfed as its cooldown is increased.
Razor’s Storm Surge bonus movement speed is reduced for him and his allies.
Techies’ scepter range is reduced from 400 go 300 and the Proximity Mines’ replenish time is increased.
Lastly, Vengeful Spirit’s had reduced Strength Gain and the attribute bonus given by the Vengeance Aura is also reduced.
